With the new tax laws, many people who never owed before are now owing. Making any payment with an extension will only benefit you. If you over pay, you will get that money back with your refund.

****NEW MANDATE FROM THE IRS****

Beginning September 30, 2025, the IRS will generally require all tax payments to be made electronically and will stop issuing paper checks for refunds, with limited exceptions. This change is mandated by Executive Order 14247, which aims to increase efficiency, reduce fraud, and lower costs for the federal government. 
New payment requirements
Electronic payments are mandatory as of September 30, 2025. After this date, mailed checks will largely no longer be accepted for tax payments. The following electronic payment methods are available: 
  • IRS Direct Pay: A free service to pay directly from your bank account.
  • IRS Online Account: Allows you to manage and pay your balance online.
  • Electronic Federal Tax Payment System (EFTPS): A free online and phone service for paying federal taxes. Enrollment is required.
  • Credit/Debit Card or Digital Wallet: Payments can be made online or by phone through authorized third-party processors. Processing fees apply.
  • Electronic Funds Withdrawal (EFW): Allows you to pay directly from your bank account when you e-file using tax software or a tax professional. 
The new rule also applies to refunds. After September 30, 2025, any tax refunds will be issued electronically via direct deposit, prepaid debit cards, or digital wallets. The IRS will no longer issue paper refund checks. 
Options for taxpayers without a bank account
The new rule includes specific exceptions for individuals who do not have access to banking services or electronic payment systems. If you need to pay your taxes but don’t have a bank account, here are some options: 
  • Pay with Cash at a Retail Partner: You can make cash payments at participating retail stores like 7-Eleven and CVS through the PayNearMe option. There may be a daily limit and a fee for this service, so it is recommended to start the process well before the payment deadline.
  • Obtain a Prepaid Debit Card: For refunds, you can arrange to have your money deposited onto a reloadable prepaid debit card, such as the Direct Express card.
  • Make an Appointment at an IRS Taxpayer Assistance Center (TAC): Cash payments can be made in person at certain IRS offices, but you must first call to schedule an appointment.
  • Apply for a Waiver: Limited exceptions for paper check payments may be granted in certain cases. Waivers require an application and are subject to Treasury approval. 
Timeline for the changes
  • March 25, 2025: Executive Order 14247 was signed, mandating the transition to electronic payments.
  • September 30, 2025: Deadline for the phaseout of paper checks for most federal payments and refunds.
  • October 15, 2025: Recommended deadline for taxpayers who filed an extension to be prepared for the new electronic payment rules.
